Police Department

Welcome

On behalf of the men and women of the Orland Police Department, welcome to our website. As Orland’s Chief of Police, it is my honor and privilege to serve the residents, businesses, and visitors of our community.  The pride we feel in our police department not only extends to all the members of Orland’s departments, but to the city we serve as well.

I would like to express my deep gratitude to the past and present members of our department whose loyal service and dedication have cultivated the reputation of excellence that our department enjoys today, and I challenge future members to commit to the values and culture of this great organization.

Providing proactive policing services that reduce crime, the fear of crime, and improve the overall quality of life in our community is my priority. How will we accomplish this? Through partnership with you, members of our community. You are our eyes and ears when we are not there, and we rely on you to call us when there is suspicious or criminal activity. Community safety depends on all of us working together.

I encourage our community members to get involved by participating in a Neighborhood Watch group or neighborhood improvement committee. Volunteer at our schools, library, fire department, youth or service organizations. Stay informed and get involved to meet your community by attending City Council meetings or various City Commissions. Attend our Citizen’s Academy, or stop and say hi when you see our officers out in the field. But above all, try to be an observant, caring, and considerate neighbor.

Together we will work toward improving the quality of life for all community members, and continue the tradition of Orland being a great place to live, work and play as our city continues to grow and thrive. We look forward to your continuing support and partnership as we work to keep Orland safe.

Sincerely,

Joe Vlach

Chief of Police

Mission Statement

. . . . we will provide quality police services by being fair and consistent in the enforcement of the law, while striving to maintain trust, open communication, and mutual respect within our Department and the community we serve. . . . .

Law Enforcement Code of Ethics

As a Law Enforcement officer, my fundamental duty is to serve society, safeguard lives and property, protect the innocent against deception, the weak against oppression and intimidation, and the peaceful against violence or disorder; and respect the constitutional rights of all to liberty, equality and justice.

I will keep my private life unsullied as an example to all; maintain courageous calm in the face of danger, scorn or ridicule; develop self restraint; and be constantly mindful of the welfare of others.  Honest in thought and deed both in my personal and official life, I will be exemplary in obeying the laws of the land and the regulations of my department.  Whatever I see or hear of a confidential nature, or that which is confided to me in my official capacity, will be kept ever secret unless revelation is necessary in the performance of my duty.

I will never act officiously or permit personal feelings, prejudices, animosities, nor friendships to influence my decisions. With no compromise for crime and with relentless prosecution of criminals, I will enforce the law courteously, appropriately, and without fear or favor, malice or ill will, never employing unnecessary force or violence and never accepting gratuities.

I recognize the badge of my office as a symbol of public faith, and I accept it as a public trust to be held so long as I am true to the ethics of the police service. I will constantly strive to achieve these objectives and ideals, dedicating myself before God to my chosen profession…Law Enforcement.
